Abstract

The article presents the results of a study that is a part of a scientific project “Digital Divide as an Urgent Problem of Modern Russian Communication Space”. The issues of overcoming digital divide and considering the process of increasing the level of media literacy are an important area of information policy in many countries, including Russia. In order to determine the priorities for eliminating the digital divide in the regions of the Russian Federation, a content analysis was conducted. The texts analysed were of the thematic state programmes of the constituent entities relevant for the year 2020. Then, to assess the main trends in the development of media literacy in Russian regions, where regional programs do not mention media education, we conducted a content analysis of the state and professional documents and programs related to this problem. The results allowed us to understand the key issues of overcoming the digital divide in Russia and to identify efficient mechanisms for improving media literacy.
